The observation tower is located in the southern part of the Homieĺ Palace and Park Ensemble, near the Winter Garden building.

At the request of the owner of the Homieĺ Palace and Park Ensemble Fiodar Paskievič, in the early 1880s, a greenhouse, the Winter Garden, was located in the above-ground sugar factory production building. And the exhaust pipe after the reconstruction was used as an observation tower.

The tower served as a park facility in the Soviet period as well. During the Nazi occupation, the building was damaged by shelling – there are traces of shrapnel and bullets on it.

In the post-war period, the observation tower was operating until the early 2000s. But, in 2007, due to the accident сondition of its stair flights, it was closed for restoration. During the repair work, metal structures were replaced, brickwork was partially strengthened and restored, electricity was provided. Together with the observation platform and the spire, the height of the observation tower reaches 40 meters. In 2015, the renovated observation tower was opened for the park visitors.
